Understandably when closing sites, Clients wish to minimise cost and maximise return on assets. There are no hard and fast rules as to what should and should not be recovered and factors such as age of plant, former process, cost of recovery, transport, re-installation, testing, market forces and commercial confidentiality/ competition will all form a part of the decision making procedure.
RVA will however analyse each case on its own merits, looking at both safety and commercial aspects, advising whether plant should be recovered prior to or during dismantling/demolition operations.
There are several different approaches that can be taken to provide the Client with the most attractive result.

RVA’s asset retirement obligations support service is specifically designed for the oil and gas production sector and other companies who own/operate long-life major assets.
In order to assist organisations to comply with the requirements of SFAS 143 and other relevant legislation an auditable, robust and flexible accounting tool, that can be refined to meet the needs of each client, has been developed.
Using industry specific knowledge and expertise, RVA is able to provide soundly based and realistic long -term cost estimates, allowing companies to demonstrate that adequate funding has been reserved, for eventual decommissioning of plant and sites.

In most instances, the Client needs to have a project cost indication from the outset. This information can be then used to compile sanction grade estimates, funding applications and even determine the programme and extent of a project.
RVA will not only look at the direct project costs but integrate factors such as plant resale value, scrap and credit recovery, market conditions and the possible effect of legislative changes.

CDM Coordinator

On more than 95% of its projects, RVA acts as CDM Coordinator (formerly Planning Supervisor). In our opinion this role extends far beyond that required under CDM Regulations and forms an integral part of project management.
With safety as the number one priority, we guide and support the Client's team through all operations to ensure they are undertaken strictly in accordance with legislation.
Information packs and safety plans are compiled in conjunction with other contractual documentation so that there can be no conflict or misunderstanding when it comes to the management of safety.

The rationalisation or decommissioning of high hazard installations often places a significant burden upon the Client’s resources in many areas, one of these being in the ensuring that they fully meet the requirements of all relevant enforcement agencies.
The situation can be compounded when the Client’s resources are no longer available to the project, thus making the compilation of adequate and robust records a difficult and challenging task.
RVA has the competence and experience to plan and mange COMAH related issues whether they be transfer from top tier to lower tier or total declassification.

Management of Plant Dismantling for Re-location and Re-use

Many UK based manufacturing industry sectors are undergoing major changes and in a number of cases, companies are either moving their production abroad or selling off plant to third parties.
RVA has built up credible expertise in managing plant preparation and dismantling for shipment and re-erection elsewhere. Not only can we deal with the planning and documentation of isolation and decommissioning regimes we can provide the client with comprehensive specification clauses for the work thus ensuring that commercial exposure is minimised and the desired end result achieved.
There are a growing number of EHS issues arising from the purchasers of UK equipment using non-English speaking operatives for the plant dismantling process and RVA has developed a tried and tested structure for assessing the competence and suitability of the labour force in these circumstances and assisting them in meeting the required standards.
This service combined with our CDM Coordinator role has helped many companies who otherwise may have fallen foul of the law with failed projects being the outcome.

RVA has developed a new and value-adding service to support the chemical, petro-chemical, pharmaceutical, power, process and manufacturing sectors. In its basic form, it will provide the foundations for a robust financial management tool enabling plant owners to confidently accrue adequate funds for eventual asset ‘end of life’ decommissioning.
In addition this new bespoke service can be developed into a flexible commercial and engineering instrument that has a wide range of applications. Amongst these are:

The control of cost throughout a project is vital. These controls start with the tender process where a detailed scope of work will enable a contractor, in most case, to provide a fixed sum for the works.
Using our knowledge of where pitfalls could lie we carefully put together bills of quantities or pricing schedules for completion at tender stage. This information provides the Client with contract spend certainty.
RVA in addition will structure financial milestones so they may be used as valuation monitoring points. This coupled with bonds or guarantees ensure the Client of contractual integrity and security.

This is the area where RVA can ‘Add Maximum Value’ to Client’s projects. The earlier that RVA become involved the more the benefit derived. Frequently the production of a Feasibility or Option Study will produce alternatives and ideas for a site that were perhaps not even previously considered by the Client.
We acknowledge that every circumstance has to be assessed on its own merits – Clients have differing needs and we will tailor our input to meet these; ensuring at the same time that safety, operational, commercial and public relations matters are fully considered and controlled. RVA offers a truly substantial and robust project management package and invariably our Client’s expectations have been exceeded when we have dealt with their projects.
Understanding that the majority of Clients have little or no experience in decommissioning, decontamination, dismantling or demolition, RVA frequently heads up the project team. Quite often it is necessary to discuss and debate with a number of parties the rationale behind pursuing a particular route for a project. This may be with a management team from your own organisation or external parties.
RVA is familiar and comfortable with presenting well-constructed presentations to public authorities, emergency services, enforcing bodies and the general public.

Safety Auditing

Safety is the most important chapter in everyone’s book. RVA regularly audits sites to ensure that best practice is being used and that all works are in compliance with agreed risk based method statements
We recognise that often, as site works progress there is need to re-assess methodology, review information and revise the approach to specific operations. Situations such as these occur in all areas of civil engineering but even more so with demolition related activities where often, detailed structural or hazard information is scant or non-existent.
We therefore use our audit procedures not only to review compliance of general tasks on sites, but also discuss with the Client and contractor the suitability of methods, any unforeseen events and any adjustments required to deal safely with changing circumstances.
